FINANCE DEPARTMENT REPORT
TO: HONORABLE MAYOR AND CITY COUNCIL

SUMMARY
ClearGov digital budget book - city data sent 6/5. The initial setup is expected to be done by the end of
June for first draft. The preliminary data will go live by mid-July. Staff and council accounts were
established for editing. As the process continues, more direction on edits will be provided.

2021 Budget: Departments providing budget input by June 12. The amounts will be updated in the
next couple weeks to present to council in July/August. A couple of the Boards (Fire and CVB) will not
meet until July or August. Further adjustments will be made after they meet. The County Assessor
indicated market values will increase 3-8%.
Local Option Sales Tax – Area finance directors reviewed the State data and finalized the allocation
between cities. St. Joseph increased the allocation by 0.14%. The State OMB is estimating a 20%
decrease in the State’s sales tax revenue due to COVID-19. If this number applies to St. Joseph’s
collections, the 2020 revenue is estimated to be approximately $400,000. The annual required proceeds
to pay for current projects is $180,000. Committed projects include the Jacob Wetterling Rec Center
and East Park phase I development if State bonding is received. Even with the reduction of this year’s
sales tax revenue, the City has the necessary revenue to cover current costs.
RLF loan- Jupiter Moon Ice Cream applied for a $10,000 revolving loan. The finance committee met to
review and will be presented to the EDA on 6/16. Council will review if the EDA recommends
approval.
Forfeiture lots Liberty Pointe – Lori received a call from an interested buyer of the four remaining
Liberty Pointe forfeited lots along Jefferson Lane. The lots are available through Stearns County.
Other areas finance staff working on: assist PD, updating parking tickets, weed notices, rental licensing,
newsletter draft, utility reports, liquor licenses.
