ManagementandstaffareresponsibleforimplementingandcomplyingwithallaspectsofthisCOVID dtoenforcethe 19PreparednessPlan.TheCityofStJosephmanagersandsupervisorsareempowere provisionsofthispolicy. Ouremployeesareourmostimportantassets.Weareseriousaboutsafetyandhealthandkeepingour staffworkingatTheCityofStJoseph.Employeeinvolvementisessentialindevelopingand implementingasuccessfulCOVID19PreparednessPlan.Wehaveinvolvedouremployeesinthis processbyinvitingreviewoftheplanandsuggestionsbytheCityofStJosephManagementTeamthe CityofStJosephSafetyCommittee,andmembersofthestaff.OurCOVID19PreparednessPlan followsCentersforDiseaseControlandPrevention(CDC)andMinnesotaDepartmentofHealth(MDH) guidelines,federalOSHAstandardsrelatedtoCOVID19andExecutiveOrder2048,andaddresses: hygieneandrespiratoryetiquette; engineeringandadministrativecontrolsforsocialdistancing; customercontrolsandprotectionsfordropoff,pickupanddelivery; housekeeping,includingcleaning,disinfectinganddecontamination; promptidentificationandisolationofsickpersons; specialconsiderationsforoffsitepersonnel; communicationsandtrainingthatwillbeprovidedtomanagersandworkers;and managementandsupervisionnecessarytoensureeffectiveimplementationoftheplan. {ĭƩĻĻƓźƓŭğƓķƦƚƌźĭźĻƭŅƚƩĻƒƦƌƚǤĻĻƭĻǣŷźĬźƷźƓŭƭźŭƓƭğƓķƭǤƒƦƷƚƒƭƚŅ /hL5ЊВ AllemployeeswillbeinformedofcommonsignsandsymptomsofCOVID19andareencouragedto selfmonitorforthosesymptoms.Thefollowingpoliciesandproceduresareestablishedtoassess healthstatuspriortoenteringtheworkplace,andtoestablishareportingprotocolfor whentheyaresickorexperiencingsymptoms. ĻƒƦĻƩğƷǒƩĻ{ĭƩĻĻƓźƓŭ͵Priortoarrivingattheoffice,employeeswillbeencouragedtoselfadminister atemperaturecheckusingathermometer.Ifthetemperaturecheckshowsthattheemployeehasa fever(temperaturehigherthan100.4degreesF),theemployeewillnotifytheirsupervisororthe HumanResourcesManagerthattheyarerunningafeverandwillnotbeatwork. /ƚƒƒǒƓźĭğƷźƓŭƷŷĻbĻĻķƷƚ{ƷğǤIƚƒĻ͵Ifemployeesaresickorexperiencingsymptomswhilethey areathome,theyshouldcall,email,ortexttheirsupervisororHumanResourcesManager.Employees shouldnotcometoworkiftheyorafamilymemberisfeelingsickoriftheyhavebeenexposedto COVID19.Ifemployeesaresickorexperiencingsymptomswhileatwork,theyshouldinformtheir supervisororHumanResourcesManagerandleaveforhomeassoonaspossible. \[ĻğǝĻtƚƌźĭǤ͵TheCityofStJosephhasimplementedleavepoliciesthatpromoteworkersstayingat homewhentheyaresick,whenhouseholdmembersaresick,orwhenrequiredbyahealthcare providertoisolateorquarantinethemselvesoramemberoftheirhousehold.TheCityofStJosephhas implementedatemporarymodificationtoitspersonnelpolicyforthedurationofthepandemic emergencywhichprovidesthat,ifanemployeedoesnothavesufficientleavetomeetthisneed, additionalsickleavewillbeextendedatnocosttotheemployee.Accommodationsforworkerswith underlyingmedicalconditionsorwhohavehouseholdmemberswithunderlyinghealthconditionswill beimplemented.Individualswithunderlyinghealthconditionswillbepermittedtoteleworkor maintainstrictisolationwithintheofficetotheextentpossible. TheCityofStJosephhasalsoimplementedapolicyforinformingworkersiftheyhavebeenexposedto apersonwithCOVID19attheirworkplaceandrequiringthemtoquarantinefortherequiredamount oftime.WorkerswillbeinformedbytheirsupervisororHumanResourcesManager. Inaddition,apolicyhasbeenimplementedtoprotecttheprivacyofhealthstatusandhealth information.TheCityofStJosephpersonnelrecordsaremaintainedandstoredinasecureareathatis accessibleonly. /hL5ЊВźƓğaĻƒĬĻƩ/ƚƒƒǒƓźƷǤ͵IfthereisaknownorsuspectedoccurrenceofCOVID19among thegeneralpopulationofalocalresidenceorbusiness,employeesshouldnotvisitthatresidenceor businessuntilitissafetodoso.Ifanemployeehasrecentlyvisitedaresidenceorbusinesswhichhas anoccurrenceofCOVID19,theemployeeshallinformtheirsupervisororHumanResourceManager andstayhomeuntil14dayshaveelapsedsincethepotentialexposuretothevirus. IğƓķǞğƭŷźƓŭ Basicinfectionpreventionmeasureshavebeenimplementedinourworkplacesandshallbeutilizedat alltimes.Employeesshallbeinstructedtowashtheirhandsforatleast20secondswithsoapand waterfrequentlythroughouttheday,butespeciallyatthebeginningandendoftheirshift,priortoany mealtimesandafterusingtherestroom.Allvisitorstothefacilitywillberequiredtowashtheirhands orusehandsanitizerofgreaterthan60%alcoholpriortoorimmediatelyuponenteringthecityowned facility.TheCityofStJosephwillhavebothhandsoapandhandsanitizeravailable. 2 Employeeswillbeaskedtowashtheirhandsatthesinkorusesanitizerwhentheyentertheofficeand afterhandlingpackagesormaterialsbroughtinfromoutsidetheoffice. wĻƭƦźƩğƷƚƩǤĻƷźƨǒĻƷƷĻʹ/ƚǝĻƩǤƚǒƩĭƚǒŭŷƚƩƭƓĻĻǩĻ Employeesandvisitorsarebeinginstructedtocovertheirmouthandnosewiththeirsleeveoratissue whencoughingorsneezingandtoavoidtouchingtheirface,inparticulartheirmouth,noseandeyes, withtheirhands.Theyshoulddisposeoftissuesinthetrashandwashorsanitizetheirhands immediatelyafterward.Respiratoryetiquettewillbedemonstratedonpostersandsupportedby makingtissuesandtrashreceptaclesavailabletoallworkersandvisitors. Employeeswillberemindedoftheneedtopracticerespiratoryetiquetteduringallemployee meetings. {ƚĭźğƌķźƭƷğƓĭźƓŭğƓķtĻƩƭƚƓğƌtƩƚƷĻĭƷźƚƓ Socialdistancingandpersonalprotectionhavebeenimplementedintheworkplacethroughthe followingengineeringandadministrativecontrols: ƚƩƉŅƩƚƒIƚƒĻ͵Workerswhocanworkfromhomeareencouragedtocontinuetodoso. CƌĻǣźĬƌĻƚƩƉIƚǒƩƭ͵Workersareencouragedtovarytheirworkhoursandworkdaystoreducethe numberofpeopleintheworkplaceatanytime. {ƚĭźğƌ5źƭƷğƓĭźƓŭ͵Employeeshavingaprivateofficewithadoorarebeingaskedtoclosetheoffice doorwhenappropriatesootheremployeeswillbeisolatedfromotherswhenattheirworkstation. Workerswillbeinstructedtomaintainsixfeetofdistancebetweenthemandanyotherpersonsatall times. ĻŷźĭƌĻƭ͵Employeeswillnotbeallowedtocarpoolorridetogetherinvehicles. tƩƚƷĻĭƷźǝĻ{ǒƦƦƌźĻƭ͵TheCityofStJosephwillprovideeachemployeewithaN95orKN95masktobe wornwhenevertheemployeeisinthecommonareasoftheofficeorinteractingwithanotherperson. AhighqualityclothmaskmaybesubstitutedfortheN05orKN95iftheemployeehasdifficulty workingwiththatmask.Disposablelatexfreegloveswillbeavailableforhandlingpackagesandother similartasks.Glovesshouldbedisposedofproperlyafteruse. źƭźƷƚƩƭ͵VisitorsandothermembersofthegeneralpopulationvisitingtheCityofStJosephofficeswill berequiredtowearamask.Ifmasksareavailable,thevisitorwillbeprovidedwithamaskiftheydo nothaveone. 5ĻƌźǝĻƩźĻƭ͵Deliveryworkerswillbeinstructedtoleavemailandpackagesatthereceptiondesk. Materialsreceivedwillbedistributedbyemployeesfromthere.Ifanemployeeneedstointeractwith deliverypersonnel,theyshallweartheirmasksandmaintainsocialdistancing. 3 \[ǒƓĭŷƩƚƚƒ͵Allemployeeswillbeencouragedtoeatlunchintheirrespectiveofficesratherthan congregatinginthelunchroom.Twopeopleatoppositecornersofthetablewillbethemaximum allowedtoeatinthelunchroomatonetime. DğƷŷĻƩźƓŭ͵Employees,visitors,andcustomersareprohibitedfromgatheringingroups.Employees andvisitorsareprohibitedfromgatheringinconfinedareas,includingelevators,andfromusingother personalprotectiveequipment,phones,computerequipment,desks,cubicles,workstations, officesorotherpersonalworktoolsandequipment.Employeesandvisitorsshallmaintainsixfeetof distancebetweeneachotherwhileconductingbusiness. IƚǒƭĻƉĻĻƦźƓŭ Regularhousekeepingpracticeshavebeenimplemented,includingroutinecleaninganddisinfecting ofworksurfaces,equipment,toolsandmachinery,andareasintheworkenvironment,including restrooms,breakrooms,lunchrooms,meetingrooms,anddropoffandpickuplocations.Frequent cleaninganddisinfectingwillbeconductedinhightouchareas,suchasphones,keyboards,touch screens,controls,doorhandles,copymachines,deliveryequipment,etc.Thecleaning servicewillprovidelimitedcleaninganddisinfectingoftables,countertopsandothersurfacesafter hours,butitwillbevirtuallyimpossibletoknowwhetherasurfaceisvirusfreepriortousingit. Employeesshouldcleanaworkareainthecommonareasoftheofficepriortousingitandwhenthey aredoneusingit.Overallcleaningataminimumshouldbedonepriortostartofworkandattheend ofeachday. tƩĻƦğƩĻķƓĻƭƭtƌğƓĭƚƒƒǒƓźĭğƷźƚƓğƓķƷƩğźƓźƓŭ ThisPreparednessPlanwillbeprovidedelectronicallyorinpaperformtoallemployeeson andnecessarytrainingwillbeprovided.Additionalcommunicationandtrainingwillbeongoing asconditionschangeandprovidedtoallemployeeswhodidnotreceivetheinitialtraining. Instructionswillbecommunicatedtodeliverypersonnelabouthowdropoff,pickupanddelivery serviceswillbeconductedtoensuresocialdistancingpracticesarefollowedandaboutthe recommendationthatdeliveryworkersusefacemaskswhendroppingoff,pickinguporaccepting delivery.Managersandsupervisorsaretomonitorhoweffectivetheprogramhasbeenimplemented bysharingtheirobservationsanddiscussingpotentialmodificationsduringweeklystaffmeetings. Managementandworkersaretoworkthroughthisnewprogramtogetherandupdatetheemployee trainingasnecessary.ThisCOVID19PreparednessPlanhasbeencertifiedbyTheCityofStJoseph managementandapprovedbytheCityofStJosephBoardofDirectorsand,willbepostedthroughout theworkplaceon.TheCOVID19PreparednessPlanbeupdatedasnecessary.
