HomeMy WebLinkAbout2020 [04] Apr 06April 6, 2020 Page 1 of 2 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session on Monday, April 6, 2020 at 6:00 PM by telephone conference, opening with the pledge of allegiance. Members Present: Mayor Rick Schultz, Administrator Kris Ambuehl. Members Present via Telephone: Councilors Anne Buckvold, Bob Loso, Troy Goracke, Brian Theisen City Representatives Present by Phone: City Engineer Randy Sabart Approve Agenda: Theisen made a motion to approve the agenda; seconded by Goracke and passed unanimously. Consent Agenda: Loso made a motion to approve the consent agenda; seconded by Buckvold and passed unanimously. a. Minutes – Approved the minutes of January 27, 2020 and March 17, 2020. b. Bills Payable – Approved check numbers 055857-055914 and Payroll EFT #111837-111843 and Accounts Payables EFT #001919-001920. c. Application for Payment, Industrial Park East Improvements – Approved application for payment no. 5 in the amount of $167,437.50 to R.L. Larson Excavating, Inc. d. MN Economic Development Foundation Community Internship Scholarship – Accepted the $1,000 Community Internship Scholarship for intern salary. e. 2019 Annual TIF Report Preparation – Accepted consulting services for TIF report preparation for TIF 2-1, TIF 2-3, TIF 3-1, and TIF 4-1. f. Mortgage Satisfaction – Approved the mortgage satisfaction for 21 1st Ave SE, St. Joseph, MN 56374. Engineer Reports, Project Updates: DBL lab pump station improvements were made last month and the pay application for that was approved on the consent agenda. A kickoff meeting for the Industrial Park East Project will occur this week. Regarding the 2020 Street Improvement projects, construction may occur Mayor Reports: Schultz reported on the following: Two bonding bills will be coming forward, infrastructure and capital improvements with St. Joseph still being on the list. Due to COVID-19, meetings and processes have changed but work is continuing. Schultz was included in a community wide meeting to discuss food & service availability to residents. Schultz will share a document that highlights the discussions had at the meeting. Closed Session: Theisen made a motion to enter into closed session to discuss the following items: Strategy for labor negotiations under Minn. Stat. 13D.03, subd 1(b) Approving Implementation of Certain Components of the Classification and Compensation Study Approving Labor Agreement and Memorandum of Agreement between the City of St. Joseph and Law Enforcement Labor Services (LELS): 2020-2022 The motion was seconded by Buckvold and passed unanimously. The council came out of closed session and Mayor Schultz reopened the meeting at 6:43PM. Loso made a motion to adopt Resolution 2020-010 Approving Implementation of Certain Components of the Classification and Compensation Study. The motion was seconded by Buckvold and passed unanimously. Buckvold made a motion to adopt Resolution 2020-011 Approving Labor Agreement and Memorandum of Agreement between the City of St. Joseph and Law Enforcement Labor Services, Inc. (LELS). The motion was seconded by Theisen and passed unanimously. April 6, 2020 Page 2 of 2 Adjourn: Loso made a motion to adjourn at 6:46 PM; seconded by Buckvold and passed unanimously.
