HomeMy WebLinkAbout2020 [05] May 4May 4, 2020 Page 1 of 2 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session on Monday, May 4, 2020 at 6:00 PM in the St. Joseph Government Center, opening with the pledge of allegiance. Members Present: Mayor Rick Schultz, Councilors Anne Buckvold, Bob Loso, Troy Goracke, Brian Theisen, Administrator Kris Ambuehl. City Representatives Present: Finance Director Lori Bartlett, Police Chief Dwight Pfannenstein, Community Development Director Therese Haffner, Public Works Director Terry Thene, Deputy Clerk Kayla Klein, City Engineer Randy Sabart Approve Agenda: Loso made a motion to approve the agenda; seconded by Theisen and passed unanimously. Consent Agenda: Loso made a motion to approve the consent agenda; seconded by Schultz and passed unanimously. a. Minutes – Approved the minutes of April 20, 2020. b. Bills Payable – Approved check numbers 055985-056030 and Payroll EFT #111857-111863 and regular pay period 8. c. Joint Powers Agreement for Gang Strike Task Force – Requested Action: Authorize the Mayor and Administrator to execute the Joint Powers Agreement to Provide Gang Task Force Officer Staffing and Support. d. Application for Payment #6, Northland Business Center (Industrial Park Imp) – Requested Action: Approve applicatio n for payment #6 to R.L. Larson Excavating, Inc in the amount of $161,197.03 for the Northland Business Center (Industrial Park Imp) Project. e. Change Order #2, 2019 Street Improvement Project – Requested Action: Approve change order #2 for the 2019 Street Improvement Project. f. Planning Intern – Requested Action: Approve the hire of Josh Storms in the temporary position of Planning Intern at 15.00 per hour contingent on a background check to be completed by the St. Joseph Police Department. Liberty Point 3rd Addition Final Plat and Development Agreement: St. Joseph Vista, LLC have requested approval of the final plat known as Liberty Pointe 3rd Addition. The property was a tax forfeited property that is now owned by the City. The draft development agreement has been reviewed by the City Attorney. Goracke made a motion authorizing the Mayor and Administrator to execute Resolution 2020-014 Approving the Final Plat and Development Agreement for Liberty Pointe 3rd Addition. The motion was seconded by Buckvold. Aye: Goracke, Buckvold, Loso, Schultz Motion Carried: 4-1 Nay: Theisen 20th Avenue SE – Amended Feasibility Report, Call for Public Improvement Hearing: City Engineer Randy Sabart presented the amended feasibility report for the 20th Avenue SE Improvement s. It reflects a reduced scope of work limited to the construction of a looped water main. The estimated project cost is $358,600.00. Loso made a motion authorizing the Mayor and Administrator to execute Resolution 2020-015 Receiving Report and Calling Hearing on Improvement for the 2020 20th Ave SE Improvements. The motion was seconded by Goracke and passed unanimously. 2019 Audit Presentation – Bergan KDV: The 2019 Audit findings were presented to the Council. Overall the City is in good financial standing. An area of improvement is the refuse fund. The refuse contract is up at the end of this year and its anticipated that rates will need to go up for residents in order to cover the deficit. Loso moved to accept the 2019 Audit Findings. The motion was seconded by Theisen and passed unanimously. 2020 CIP Projects: The council previously approved the 2020 street maintenance plan which included the trail maintenance and micro seal on College Avenue. Due to COVID-19, staff is requesting reaffirmation to move forward with the street and trail maintenance previously approved. The Lions have agreed to May 4, 2020 Page 2 of 2 donate $14,000 to the Millstream parking lot leaving $13,000 for the city to cover. A quote was also received for paving the lot in Memorial Park which amounted to $15,000.00. Schultz moved to accept staff’s recommendations and move forward with the 2020 street and trail maintenance projects, the Millstream parking lot expansion, and paving in Memorial Park. All other 2020 CIP projects will be tabled. The motion was seconded by Theisen and passed unanimously. Engineer Updates: Road restrictions have been lifted. The 2019 street improvements will resume shortly and take an estimated two weeks to complete. Closed Session: Loso made a motion to enter into closed session at 6:55 PM to discuss the following items: Strategy for labor negotiations under Minn. Stat. 13D.03, subd 1(b) Approving Labor Agreement and Memorandum of Agreement between the City of St. Joseph and American Federation of State, County and Municipal Employees (AFSCME): 2020-2022. The motion was seconded by Theisen and passed unanimously. The council came out of closed session and Mayor Schultz reopened the meeting at 7:10PM. Loso moved to approve the Labor Agreement and Memorandum of Agreement between the City of St. Joseph and American Federation of State, County and Municipal Employees (AFSCME): 2020- 2022. The motion was seconded by Buckvold and passed unanimously. Adjourn: Theisen made a motion to adjourn at 7:12 PM; seconded by Loso and passed unanimously. Kris Ambuehl Administrator
