JOSEPH PARK BOARD MEETING MINUTES Meeting on March 22, 2021 In attendance: Andy Rennecke, Mayor Rick Schultz, Linda Butenhoff, John Anderson, Tim Rocky, Eli Stenman, Nate Keller (Community Development Director) and Ryan Wensmann (Public Works Superintendent). 1. Meeting begins at 6:31 p.m. 2. Steinman calls meeting to order, filling in for Abby Lyon, the board president. 3. Board and guests go over February meeting minutes. Stenman moves to approve minutes, Rockyseconds. 4. Rocky makes a motion to approve the agenda. Stenman seconds. 5. Treasury report is reviewed. Rocky makes motion to approve report. Stenman seconds. 6. Anderson announces his retirement from his position at the end of March. John also announces he has spoken with former Minnesota Twins infielder Al Newman about doing a youth coaching clinic at Millstream Park in May. A permit is needed to use the fields for the clinic. 7. Schultz, adding as the city council liaison, gives notes on the All -Board meeting the following day. Schultz announces he has been approached by two organizations about starting soccer and baseball in town. Summer activities, or a summer recreation program, are a priority for the city. 8. The board offers thoughts up about WinterFest from late February and improvements that can be made moving forward. More planning further in advance is agreed upon. 9. Wensmann announces the dredging of the Millstream Park pond will take place in the fall. It will be contracted out for approximately $10,000. The contractor will dredge the pond at least four feet down. 10. A survey for the Klinefelter Shelter project is discussed to get feedback from the neighborhood surrounding it. Keller states how important it is to hear what kind of amenities the public would like for it. Keller said he is looking into getting a grant for the project from the DNR. Information from the surveys could be gathered this summer and fall and then an application for the grant could be submitted in March 2022. Grants are selected and awarded and not every community is guaranteed a grant. 11. A meeting for the board is planned in August 2021 to look at Klinefelter and where the shelter could be located. 12. Keller said he will send surveys out to the public surrounding Hollow Park in May. The board will meet at Hollow Park in May to look at improvements. 13. New business is now discussed. 14. Rocky gives Anderson some names for qualified individuals to possibly lead a St. Joseph Disc Golf Clinic or league. Anderson said he will reach out to those individuals before he leaves his position. 15. Planting seedlings, possibly near Klinefelter Park, for new trees is discussed. The weekend of May 23 is discussed as the best date for it. The local Cubs Scouts could help with the digging and planting, according to Stenman. Other locations for planting could include the Millstream dog park or East Park. 16. Keller has gathered information on creating a mountain bike trail park behind ACE Hardware. He received estimates from the International Mountain Biking Association. The project would be expensive, and the board agrees to keep a project simple. 17.
