Pursuant to due call and notice thereof, the St. Joseph Joint Planning Board met on Tuesday, August
10th, 2021 at 6:30 PM at the St. Joseph Government Center.
Members Present: Chair Doug Fredrickson, Members Mike Ostermann, Carmie Mick, Bob Loso, Dennis
Durand, Ralph Eiynck,
Members Absent:Chad Hausmann,
Staff Present: Community Development Director Nate Keller
Others Present: Walz LLC, and IMS LLC representatives
Fredrickson called the meeting to order at 6:30 PM.
Approval of the Agenda: Mickmade a motion to approve the agenda; seconded by Durandand
passed unanimouslyby those present.
Elections of Chairperson and Vice Chairperson 2021
Loso made a motion to elect Fredrickson as Chairperson for 2021; seconded by Ostermannand
passed unanimouslyby those present.
Fredricksonmade a motion to elect Losoas Vice Chairperson for 2021; seconded by Durandand
passed unanimouslyby those present.
Minutes: Mickmade a motion to approve the minutes of the February 11th, 2020; seconded by
Eiynckand passed unanimously by those present.
New Business
a.Certificate of SurveyforWalz Properties LLC and IMS Properties LLC
Fredrickson opened the public hearing.
Fredrickson closed the public hearing due to no one wishing to speak.
Durantmade a motion to approve the Resolution 2021-001 Approving the Certificate of Survey for
Walz Properties LLC and IMS Properties LLC; seconded by Ostermann. The motion was passed
unanimously by those present.
Other Business
a.Start time of Joint Planning Board meetings
Loso made a motion to have the start time of future Joint Planning Board meetings to be 7:00PM;
seconded by Eiynck and passed unanimously by those present.
b.Member Updates: No Updates
Adjourn: Mickmade a motion to adjourn at 6:39PM; seconded by Ostermann and passed
unanimously by those present.

BACKGROUND INFORMATION:
Applicant Information: Applicant – College of St. Benedict
Purpose of Application: Certificate of Survey – to facilitate boundary (lot) line adjustment. When
the subject property was recently surveyed it was determined that three
minor “gap” areas exist between the subject property and three adjoining
property owners (Kremers, Mohs, Pfannensteins). As a result of these
“gap” areas the applicant is proposing to DEED the gap areas to the
adjoining property owners. Therefore slight adjustments will be made to
the boundary (lot) lines.

Future Land Use: Low Density Residential
Location: East of I-94 and County Road 3
Overall Survey Information: See attached survey
Access: No new access is proposed.
Wetland: Multiple wetlands exist within the parcel. Development of each parcel
through further platting, site plan, or permit will require wetland
delineation.

Subdivision of properties would follow the Stearns County Subdivision Ordinance as governed by the
Orderly Annexation Agreement between the City and St. Joseph Township. The proposed Certificate
of Survey is not to subdivide. Purpose is only to deed three gap areas to the adjoining property owners.

APPROVING THE CERTIFICATE OF SURVEY APPLICATION FOR A
BOUNDARY LOT LINE ADJUSTMENT
COLLEGE OF ST. BENEDICT
WHEREAS, the Joint Planning Board has received a request for approval of a Certificate of
Survey and Boundary Lot Line Adjustment; and
WHEREAS, the applicants and owners of the Certificate of Survey and Boundary Lot Line
Adjustment application is College of St. Benedict; and
WHEREAS, the subject property is identified as parcel 31.20643.0005and legally described
in Exhibit A; and
WHEREAS, a Certificate of Survey and Boundary Lot Line Adjustment requires Joint
Planning Board approval; and

WHEREAS, on March 9, 2022, the Joint Planning Board reviewed the Certificate of Survey
and Boundary Lot Line Adjustment application; and

WHEREAS, on March 9, 2022, the Joint Planning Board conducted a public hearing on the
Certificate of Survey and Boundary Lot Line Adjustment application; and
WHEREAS, the Certificate of Survey and Boundary Lot Line Adjustment applicationis
consistent with the Orderly Annexation Area agreement; and
NOW, THEREFORE, BE IT RESOLVED BY THE JOINT PLANNING BOARD OF
ST. JOSEPH, MINNESOTA: That the Certificate of Survey and Boundary Lot Line Adjustment
application is approved with the following conditions:
1.A Certificate of Compliance must be recorded with the legal survey at Stearns County
recorder’s office within one year from the date of this resolution.
Whereupon said resolution was declared duly passed and adopted by the Joint Planning Board

Notice of Public Hearing
You are receiving this notice because you own property within 350’ (three hundred and
fifty feet) of a proposed Certificate of Survey Boundary (lot) line adjustment application
that has been submitted to the city of Saint Joseph, MN. The subject property is within
St. Joseph Township but is located in the Orderly Annexation Area. In accordance to the
Orderly Annexation Agreement the application requires a public hearing.
The public hearing will take place on Wednesday, March 9th, 2022 beginning at 7:00
P.M. at the City of St. Joseph Government Center as part of the scheduled Joint Planning
Board meeting. The meeting will also be offered remotely through Zoom.

Property description:
A map identifying the subject property is included with this letter as Exhibit A
Purpose: A survey was completed on the subject property. The survey revealed that
gaps exist between the subject property and adjoining property owners (Kremers, Mohs,
and Pfannenstein property owners). To insure the boundary and neighboring boundaries
align, the applicant will be deeding the “gaps” to the adjoining property owners.
