Members Present: Board Members Kevin Kluesner, Larry Hosch – via ZOOM, Rick Schultz, Doug Danielson, Dale Wick Members Absent: None City Representatives Present: Community Development Director Nate Keller, Finance Director Lori Bartlett Schultz called the St. Joseph Economic Development Authority meeting to order at 12:00 PM Public Comments None Agenda Approval: Kluesner made a motion to approve the agenda as presented; seconded by Wick and passed unanimously by those present. Consent Agenda: Kluesner made a motion to approve the consent agenda as follows; seconded by Danielson and passed unanimously by those present. a. Minutes - Approve the minutes of February 15th, 2022b.Financial Report – FEB. report BFA Grant – Fire Hall – Wiger Keller presented the request. Shannon Wiger who is remodeling the Fire Hall will be putting specific focus of the grant going towards the garage doors. The garage doors will be remodeled into tempered glass. The vision is to allow more natural light into the space and allow the doors to be opened during nice days. The front of the building will likely hold a patio so the space will add high vibrancy and activity in the area. Schultz stated the Council does not need to approve the Façade request. Wick mentioned to update the date from March 15th, 2022 to March 15th, 2023. Keller stated he will make the corrections to the resolution by changing Council references to EDA and updated the date. Kluesner made a motion to approve the grant as presented; seconded by Wick and passed unanimously by those present. BFA Grant – 109 Ash St - Wiger An overview was provided to the Board by Keller. Shannon Wiger is remodeling the property into a commercial use. The façade grant is being requested by Wiger so a 3rd entrance (and potential 3rd tenant) can be added to the space. Kluesner made a motion to approve the grant as presented; seconded by Wick and passed unanimously by those present. JR Mobile update Keller outlined the change in ownership for the property. The property is owned by Mark Martini now according to records. Staff will be scheduling a meeting with new owner in the coming weeks to discuss next steps. Keller provided context/background on previous meetings with the owner and what staff will continue to emphasize at this next meeting regarding expectations. CVB Request – Midwest Travel Network Conference Sponsorship Keller explained Mary Bruno and the CVB are requesting the use of EDA dollars to fund a sponsorship opportunity for Mary Bruno to attend the Midwest Travel Network Conference. The sponsorship gives Mary Bruno a platform (8 minutes) to speak at the conference and promote St. Joseph through handouts/marketing materials and the promotional video the CVB produced. Keller explained that Mary is 222 March 15th, 2022 Page 2 of 2 also working on “excursions” which would be sponsored by local businesses. The excursions will transport folks to and from the conference to the city. Attendees would be brought to the businesses who participate in sponsoring the excursion. The excursions are separate from the sponsorship request. Wick expressed concerns on the timing of the request, budgeting concerns, and CVB’s continuance in requesting EDA dollars for additional support. Wick and Danielson asked where this money would be pulled from. Bartlett and Keller explained the CVB budget items and if EDA supports the request the dollars would be pulled from EDA Marketing which has a $1,000 budget for the year. Keller said the CVB did not want to pull or substitute anything that is already plugged in to the CVB budget. Schultz mentioned that he spoke with Mary and this conference provides an opportunity for her to get in front of the attendees at the conference to speak and promote the town. Kluesner made a motion to support the $500 sponsorship to the Midwest Travel Network Conference for the CVB by utilizing EDA Marketing dollars, seconded by Danielson. Wick voted nay. Motion passes 4-1. Business/Development, EDA priorities Keller provided updates on: Distillery, Trobec’s, discussion by the Planning Commission regarding event venues within rural areas, and boutique hotel discussions. JR Mobile update 9.Business/Development, EDA prioritiesSUBMITTED BY: Nate Keller, Community Development Director PREVIOUS BOARD ACTION: 5 – none 6 – none 7 - none 8 – grant was applied for and granted for site. Numerous discussions since grant award. BACKGROUND INFORMATION: 5 – Façade Grant – La Playette The La Playette is proposing to do some façade work. The work includes: removing their existing awnings and replacing them with wood/metal, removing existing canopies and replacing with metal canopies over the existing windows. Grant requirements allow exterior building improvements for awnings, windows, doors and/or site landscaping. Signs may be eligible but cannot be a “stand alone” project. The proposed work meets the intent of the grant and staff would recommend approving a match of up to $2,000 (max amount). 6 – Tax Abatement – Concept feedback Developer will be attending the meeting and providing a surface level view of a potential Tax Abatement request. Potential development could provide 20-35 well-paid white-collar jobs (accounting, I.T., customer service, HR related functions) immediately with substantial room for growth in the next 2-5 years. Ideal project completion would be Q2 2023. Building would be masonry/steel with appropriate finishes, landscaping, etc. per city code. No deviation from city building standards is expected. Developer is just looking for surface level feedback at this time. 7 – Explore MN Grant Staff successfully wrote and obtained a grant from Explore MN earlier this year to help spur CVB Initiatives. Grant provides matching dollars up to $15,000 so a $7,500 maximum match reimbursement request is available. Intent of the grant is to: •Cover half the costs for the Wobegon trailhead signage and printed maps ($2,900 for sign and$700-$900 for printed maps) •Cover half the costs tied to “Feel the Love” initiative. The initiative will be run quarterly with thenext rendition occurring in June for “Joyful June” (first was Feel the Love February). $3,000 for remaining initiatives. 44 •General website enhancementsThe ask for the EDA is to use EDA program funds to match $4,000 of grant initiatives. The CVB has elected to not pursue the sponsorship idea in 2022 so the $4,000 would essentially be swapped from the targeted sponsorship match for 2022 (highlighted below in orange). The CVB budget has limitations on the remaining resources to match all the remaining initiatives. The EDA program funds has $25,000. All grant reimbursement requests have to be submitted by February 15th, 2023. 8 – JR Mobile update Staff will provide verbal update 9 - Business Development, EDA priorities update – Staff will provide verbal update. BUDGET/FISCAL IMPACT: -Item 5 will have impact of $2,000 total. -Item 6 - $4,000 impact to the EDA program budget. Currentlythere is $25,000 in this budget. JOSEPH BUSINESS DISTRICT FAÇADE ARCHITECTURAL DESIGN GRANT PROGRAM (As Amended January 1st, 2022) PURPOSE The St. Joseph Business District Façade Architectural Design Grant Program provides incentives to stimulate visible investment in St. Joseph businesses. Property owners are encouraged to consider improvements that incorporate the surrounding community including but not limited to aesthetics, environment, cultural and historic elements, and architecture. These improvements should create a cohesive, inviting environment. The program provides a matching grant for actual design and construction costs, up to $2,000 per property address, per calendar year. Qualifying projects must be of an approved design, be applied for by commercial property owners and/or merchants, and be applicable to exterior building, landscape improvements, and other similar improvements visible from a public right-of-way. Approved projects will be funded on a first-come/first-served basis until all funds are expended. In addition, the opportunity exists that the St. Joseph Economic Development Authority’s revolving loan program could be available to assist with construction costs associated with the implementation of façade designs. ELIGIBILITY 1.All work must be done on the exterior of the building/property and/or result in a publicly visibleimprovement. 2.All work done must be in accordance with the City of St. Joseph Code of Ordinances, the DowntownRevitalization Plan and subsequent design guidelines, and the building code. All required permits must be obtained. Work shall include the correction of any known exterior building code violations. 3.Work in progress or performed prior to project approval will typically not be eligible for funding unlessthe EDA finds significant underlying purposes for work beginning prior to project approval. 4.Funds may be used for the design of exterior building improvements, awnings, windows, doors and/or site landscaping, other than sod or seed, resulting in a publicly visible improvement and for actualconstruction costs related to an approved improvement. Other uses may also be eligible if priorapproval is granted by the St. Joseph Economic Development Authority. 5.Signs are eligible for this program but must be in connection with a façade improvement project. Signare not eligible as a “stand-alone” project. 6.The following types of property are not eligible: •Tax delinquent •Special Assessment delinquent •Property in litigation •Property in condemnation or receivership •Tax exempt properties •Exclusively residential buildings •Properties zoned industrial •New construction projects on lots previously undeveloped (redevelopment and/or rehabilitationprojects remain eligible) unless it results in a project beyond typical construction and is consistent 81010 with Design Standards and is found to have a significant impact on the character of the downtown. • Property considered non-conforming to the City’s Code of Ordinances, unless the proposed improvements are intended to correct all the non-conforming issues. PROJECT APPROVAL GUIDELINES Program oversight and authority for grant approval is delegated to the City of St. Joseph Economic Development Authority. The Economic Development Authority will review and approve all grants based on the following guidelines: 1. A project for which an application has been received will only be reviewed if it is filled out completely. Photographs illustrating subject building(s) and property and proposed site changes/improvements may be required by the EDA. 2. Multiple property owners must submit separate applications for each property/project. 3. Any business owner under a lease who submits and application must obtain and provide written consent of the property owner. 4. Preference will be given to projects which: • Will positively contribute to the City revitalization/renewal efforts • Will eliminate a blighting influence • Will result in a visible improvement that would not be made otherwise • Demonstrate a ratio of private investment to public investment greater than 2:1 5. Project is consistent with the Comprehensive Plan, transportation plans, and other applicable plans. 6. Projects must be completed within a timely manner from date of official project approval (i.e. one year with a maximum extension of an additional six months). As indicated, dollars are limited and reimbursement will be made after project improvements are completed, and reimbursement requested. 7. Grant Disbursement Awarded loan funds will be dispersed to the applicant upon submittal of receipts or invoices for supplies purchased and inspection which certifies the work completed is in accordance with the EDA approval and other city ordinances. PROPERTY OWNER REQUIREMENTS Upon the application submittal for a project, the Applicant will play an important role in a partnership that includes the City of St. Joseph and the Economic Development Authority. The following may be required to review plans depending on the scope of the project: City staff, the Planning Commission, the EDA and the City Council. Those required to review the plans and/or grant application will review design drawings, proposed work specifications, and the architectural materials. Below are items that will be required of as part of completing your project. 1. Attendance at an informational meeting which will outline the entire project procedure. 2. Property owners’ attendance at various meetings, reviews etc. with representatives of either the City or EDA to expedite various stages of the project. 3. All work to be done on the project shall be the sole responsibility of the property owner. The City of St. Joseph/EDA administers the grant program herein and the City/EDA is not responsible for any work undertaken as a result of the grant.
