Pursuant to due call and notice thereof, the St. Joseph Joint Planning Board met on Wednesday, March
9th, 2022 at 6:30 PM at the St. Joseph Government Center.
Members Present: Chair Doug Fredrickson, Members Mike Ostermann, Carmie Mick, Bob Loso, Dennis
Durand, Adam Scepaniak, Ralph Eiynck.
Members Absent:
Staff Present: Community Development Director Nate Keller
Others Present: St. Ben’s representative Briana Wentlund
Fredrickson called the meeting to order at 7:00 PM.
Approval of the Agenda: Mick made a motion to approve the agenda; seconded by Durand and
passed unanimously by those present.
Elections of Chairperson and Vice Chairperson 2022
Loso made a motion to elect Fredrickson as Chairperson for 2022; seconded by Ostermann and
passed unanimously by those present.
Mick made a motion to elect Ostermann as Vice Chairperson for 2022; seconded by Durand and
passed unanimously by those present.
Minutes: Fredrickson made a motion to approve the minutes of the August 10th, 2021; seconded
by Eiynck and passed unanimously by those present.
New Business
a.Certificate of Survey for Boundary Lot Line Adjustment – College of St. Benedict’s
Keller provided an overview of the request. The subject property was surveyed and the resulting survey
showed three “gap” areas. The “gap” areas are not reflected on the legal boundaries of the parcel. CSB is
proposing to DEED the gap areas to the three adjacent land owners. Due to a slight lot line adjustment
this Certificate of Survey requires an Administrative Lot Line adjustment and triggers a public hearing due
to the Annexation agreement.
Fredrickson opened the public hearing.
Ms. Wentlund (CSB representative) outlined the request.
Fredrickson closed the public hearing due to no one else wishing to speak.
Loso made a motion to approve the Resolution JPB 2022-001 Approving the Certificate of Survey
and Boundary Lot Line Adjustment; seconded by Ostermann. The motion was passed
unanimously by those present.
Other Business
a.Start time of Joint Planning Board meetings
Since the Board has new members Keller asked if 7PM was still a good start time. Consensus of the
Board was to keep the 7PM start time.
b.Member Updates: No Updates
Adjourn: Mick made a motion to adjourn at 7:14 PM; seconded by Ostermann and passed
unanimously by those present.

BACKGROUND INFORMATION:
Applicant Information: Applicant – Franklin Advertising
Parcel details: Robert Sis owns the subject parcel. Parcel is about 20 acres and
encompasses property on both the north and south side of CSAH 75.
Parcel ID: 31.20808.0000
Location:
Purpose of Application: Conditional Use Permit – to repair and replace existing Billboard sign on
southside of parcel 31.20808.0000. Applicant is also going to update
existing sign on Northside of parcel to electronic LED. New sign will be
monopole style.

Applicant received an approved C.U.P. from JPB on 01/18/19 however
the sign on southside of parcel 31.20808.0000 was never constructed so
the permit expired.
Stearns County Land Use and Zoning Ordinance 439 governs St. Joseph Township and the Joint Planning
Area. The ordinance requires a Conditional Use Permit for billboard replacements.
Existing Zoning: Urban Expansion
Future Land Use: Low Density Residential for parcel 31.20808.0000 (Southside of 75)
Light Industrial for Northside of 75
Access: No new access is proposed. Stearns County is the road authority. Any
access requests and permits would need to be approved and secured from
Stearns County.
Wetland: Multiple wetlands exist within the parcel. No new impacts to wetlands
are being proposed. Caution is needed that the wetland isn’t permanently
impacted to get heavy equipment on site to install the billboard. Pads
must be used to traverse over the wetland from CSAH 75 to the billboard
sites.
Lighting: Lighting shall not trespass onto adjacent properties and roadway.
Lighting shall be hooded or controlled and directed so as to not light
adjacent properties and roadways.
Size and Height of Sign: The current ordinance allows a surface area of up to 600 SF and 30 feet
high. The existing billboards were installed pre-ordinance, and are
considered legal non-conforming. As such the signs are allowed to
continue, including through replacement provided the signs are not
enlarged. Proposal includes replacing the Southside sign as is with no
increase to size or height.
Eastbound/Southside CSAH 75 Sign:
Existing: 600 SF, 36 feet high
Proposed: 600 SF, 36 feet high
Westbound/Northside CSAH 75 Sign:
Existing: 388 SF, 28 feet high
Proposed: Same. East side face will just be modified to electronic.

FINDING OF FACT RESOLUTION JPB2022-002
In the matter of: Franklin Advertising
The Joint Planning Board considered a request for a Conditional Use Permit submitted by Franklin
Advertising applicant to allow for a Billboard on property generally described as parcel ID 31.20808.0000
“Section 12, Township 124, Range 029, St. Joseph Township, MN”;
“Subject Property”
The St. Joseph Joint Planning Board acknowledged the following Findings of Fact in consideration of
the request for a Conditional Use Permit for a Billboard on the Subject Property:
1. The matter was duly published and notice was provided to property owners within 1320 feet
(.25 mile) of the above referenced property and the Joint Planning Board conducted a public
hearing on June 14th, 2022.
2.The Subject Property is zoned urban expansion and located within St. Joseph Township and
within the orderly annexation area of the City of St. Joseph.
3.The adjacent properties are zoned urban expansion to the South, West, and East and
Industrial to the North.
4.The current adjacent land uses to the Subject Property are open space to the north, west, and
south, and commercial to the east.
5. The future land use plan within the St. Joseph Comprehensive Plan guides the Subject
property for Corridor Commercial on the Southside of CSAH 75 and Industrial on the
Northside of CSAH 75.

DECISION
Based on the Findings of Fact, the St. Joseph Joint Planning Board approves a Conditional Use
Permit (CUP) for the applicant to install a new Billboard on the Subject Property replacing the existing
billboard with the following conditions:
1.The applicant/property owner is responsible for meeting all Federal, State, and Local
requirements, including but not limited to meeting the Stearns County Land Use and
Zoning Ordinance, and the MN State Building Code and obtaining any and all permits
and licenses.
2. No impacts to wetland are proposed. Caution is needed during construction to ensure
wetland isn’t permanently impacted due to heavy equipment traffic during installation of
the Billboard. Pads shall be used to traverse over any wetland are from CSAH 75 to the
billboard sites.
