PREVIOUS COUNCIL ACTION: Council approved the updated Pavement Management Plan in 2019.
BACKGROUND INFORMATION: Staff began reviewing the capital improvements (CIP) for 2023-
2027. Lori updated the program from last and provided the Engineer a copy to review. A couple items
were added to the 5-year CIP since last year including the intersection of CR2 and Minnesota St W HISP
project, pump stations to add to development in the south, sewer main looping along CR133 to East Park
and Jade Road.
The CIP is another planning tool for the city to manage the infrastructure replacements and additions.
The 5-year CIP helps us understand financing needs including utility rates and debt levies. Having the
picture of what is planned helps minimize large swings in the budget. Staff presents the engineer CIP
with the council before other budget items because it tells a bigger direction of where the City is going. It
also drives other budget items such as the debt management study and utility rate studies.
Attached is a summary of projects, some listed as “Later Years” are to be completed in the future after the
initial 5-year plan. Staff is requesting discussion from the council on projects planned for 2023 and 2024
specifically. The 2023 projects may need to start feasibility reports this summer to get into the early
bidding 2023 construction season. Any other projects council would like to discuss is also welcomed.
The CIP includes proposed park projects. The Park Board will review their project budget this summer
with an updated recommendation to the council after their discussion. The estimated project costs are a
very rough estimate. As projects get closer, the construction costs will be updated.

In addition to the capital discussions, staff would like to discuss budget goals. The ClearGov budget
software will be updated with a list of council’s goals, as well as each department. To spur discussion, a
couple areas to discuss might be development priorities, city facilities, staffing levels, tax levy rate,
capital equipment/projects. This is an opportunity for council to provide direction to the departments on
what the main priorities are.
