Pursuant to due call and notice thereof, the City Council along with the Planning Commission met in joint
session with the St. Joseph Township Board and Planning Commission on Monday, December 5, 2005 at
8:00 PM in the St. Joseph City Hall.
St. Joseph City Council Present: Mayor Richard Carlbom. Councilors Al Rassier, Ross Rieke, Dale
Wick, Renee Symanietz. Administrator Judy Weyrens.
St. Joseph Planning Commission Present: Chair Gary Utsch. Commissioners S. Kalinowski, Marge
Lesnick, Jim Graeve, Bob Loso. Council Liaison Al Rassier.
St. Joseph Township Board Present: Supervisors Jerome Salzer, Matt Symalla, Jeff Jansen. Township
Clerk Ann Reischl. Township Attorney Kriby Dahl.
St. Joseph Township Planning Members Present: Joe Bechtold, Brenda Stanger.
Mayor Carlbom opened the meeting and stated the purpose of the meeting is to discuss the recent
annexation of the water filtration plant and the potential expansion of the Orderly Annexation Agreement.
Carlbom turned the floor over to Weyrens to discuss the recent annexation of the Glatzel Property.
Weyrens stated that recently the City and Township approved the annexation of a portion of the Glatzel
Property that was purchased by the City for a water filtration plant. In discussing with Minnesota Planning
how to process the annexation, it was determined that the property could not be annexed by Ordinance.
The property can be annexed if the City and Township designate the area in an Orderly Annexation Area.
MN Planning provided the format for the annexation agreement. Weyrens stated that the agreement
before the Council/Board at this meeting is the format recommended by MN Planning.
Township Attorney Kirby Dahl questioned why the State would not accept the annexation. Weyrens
stated that if the Glatzel property were contiguous to the corporate boundary the property could have
been annexed by Ordinance. Dahl stated that it was his intent to use County Road 2 to make the
property contiguous.
Township Clerk Ann Reischl stated that it is her understanding the City is only concerned with the
Building Permit and the annexation is not important. Weyrens stated that initially the City had requested
authorization to utilize the St. Joseph Building Inspector for the Water Filtration Project and the property
would remain in St. Joseph Township. It was sometime after that both the City and Township agreed to
annex the Glatzel Property. Weyrens stated that the City still is requesting control of the building permit.
If the property remains in St. Joseph Township the City will incur additional costs for site plan review as
Stearns County would be involved in the process.
