Adjourn Council Agenda Item 2 MEETING DATE: September 19, 2022 AGENDA ITEM: City Administrator Position SUBMITTED BY: Administration BACKGROUND INFORMATION: With the City Administrator vacancy, the council will need to determine how to move forward with recruiting a new Administrator, including to manage interim time, whether or not to use a search consultant, setting position qualifications and creating a position profile, attracting, interviewing, and making an offer. A city can generally expect a recruitment process to take 90 -120 days plus an additional 30-45 days for a candidate to start after a contract is approved. Next Steps Interim Administrator Hire a retired City Administrator/Manager, Community Development Director, Finance Director to serve as Interim Administrator. Recruitment of candidates for City Administrator The council will need to make the decision whether to hire a consultant firm to assist with recruitment. There are both national and Minnesota-based firms specializing in recruitment of city administrators. The fees vary, but typically range from $19,000 to $26,000 plus direct expenses i.e. travel. Having a good job description is critical and a search firm can assist with this, along with position assessment, position announcement and brochure, advertising, candidate recruitment, interview process and background screening, and appointment of candidate. Staff will identify immediate tasks to be transferred to existing staff in the immediate, including but not limited to union negotiations to Finance Director Lori Bartlett. Staff recommends hiring a retired administrator/manager/finance director/community development director to serve as an interim administrator given the type and amount of work and to allow proper time to recruit a new administrator. The Council should be thoughtful in the process. There are retired professionals who serve as interim administrators. Additionally, staff recommends hiring a consulting firm to assist with the recruitment process. The City of Becker worked with Charlene Stevens of GovHR and were pleased with their services. Anita Archambeau with AME Solutions & Strategies (former Sartell Assistant City Administrator/Community Development Director) comes highly recommended as well. Provide input and direction on Interim City Administrator position.
