Update on 24 Avenue Funding Options and Timing of Construction 3. Review and discussion of citizen appointment to Boards and Commission. Protocols for advertising openings, identification of candidates, candidate selection and appointment process. 4. Discuss Legislative Priorities a. local option sales tax – discuss options and time line. b. Ensure that the new community center is part of the approved sales tax exemption as of July 1, 2021 - supplies and materials used in and equipment incorporated into the construction, remodeling, improvement, or expansion of fire and police stations, including their related facilities, owned by a local government are exempt from sales tax. c. Seek exemption to onsite renewable energy source guideline (Mn State Statute: 16B.32 ENERGY USE) Onsite energy generation from renewable sources. The predesign for a new building must consider meeting at least two percent of the energy needs of the building from renewable sources located on the building site. d. Help Foley in their bonding effort to ensure regionalizing their wastewater system with the City of St. Cloud. The improvements include two regionalization lift stations, rehabilitation of two existing city lift stations, force main, sanitary sewer, and other minor improvements. e. Reintroduce HF2963/SF2593 – expand the city's sewer main improvements, wastewater collection system and related infrastructure. Update costs to 7.5m f. Our Community Center building received bonding from State in 2020 (4m). With 2 years of architecture, construction mgmt. estimates, the final bill for the building will come in over 20m. We do have a capital campaign underway, however, looking for additional money from state capital investment because of increase of construction material and labor costs. 5.
