Members Present: Board Members Kevin Kluesner, Rick Schultz, Joe Bye Members Absent: Dale Wick, Larry Hosch City Representatives Present: Finance Director Lori Bartlett, City Administrator David Murphy Schultz called the St. Joseph Economic Development Authority meeting to order at 12:01 PM Public Comments None Agenda Approval: Kluesner made a motion to approve the agenda as presented; seconded by Bye and passed unanimously by those present. Consent Agenda: Schultz made a motion to approve the consent agenda as follows; seconded by Kluesner and passed unanimously by those present. a. Minutes - Approve the minutes of April 18th, 2023 b. Financial Report – March 2023 General Business/Development update Tracker will be provided moving forward. Tracker is meant to spur discussion, and provide further insight on project tracking and day to day interactions staff is having. Tracker is not an exhaustive list of all projects. JR Mobile Demolition of the old building was completed before the end of April. The property owner met with Community Director Keller to discuss a potential buyer for commercial development including the adjoining lot to the north. Mayor Schultz requested staff review documents for removal of old fuel tanks and soil remediation from the past. Next steps should be pursued to meet MPCA standards for soils and set up future development of the site. The level one environmental study may be needed. The City should contact the property owner to see if they are interested in partnering with the DEED grant complete the environmental study. As an option, the City may look to purchase the site to complete and commercially develop. Wedding Event Center Council approved the ordinance amendment that would allow a wedding event center in the Rural Residential district. The next step is for the property owner to submit a CUP (conditional use permit) if they would like to move forward. Northland Business Center New businesses coming to the industrial park include Goodin and Granite City Gymnastics. A couple other inquiries coming in as well. Jolie Olies/Anejos Jolie Olies is discontinuing their store front and only doing their catering business. Anejos Mexican Restaurant will be locating in the space this summer. Chokecherry Property The property owners are selling 10 acres to Manions for expansion. The family would like to sell the property for development. Mayor Schultz suggested updating the transportation plan for the Westwood Parkway extension from CR133 to St. Cloud Westwood neighborhood. Board Member Announcements Councilmember Kluesner inquired about the old Casey’s convenience store. Members discussed vacant use with the new owners. If the option comes up to purchase, the City and EDA should consider. The May 16th, 2023 Page 2 of 2 site was originally planned for the future expansion of the fire hall. The current area city fire hall study may or may not support the additional space. Lori Bartlett Finance Director EDA Agenda Items 5-7 MEETING DATE: AGENDA ITEM: June 20th, 2023 5-7 PREVIOUS BOARD ACTION: 5 - None 6 – updates provided past several months 7-updates provided past several months BACKGROUND INFORMATION: 5 – Industrial Park – Future BDPI and Expansion Opportunities Staff would like discussion on future expansion opportunities for the Industrial Park off County Road 133.The lots within the existing park are filling up specifically the larger acreage lots. If staff were toreceive an inquiry for a large industrial user the city should be pro-active and ready to react to thatinquiry. Expansion opens up more land for the larger users who may require significant acreage.Discussion on future funding sources like BDPI will also be discussed. 6 – JR Mobile Update will be provided by staff on recent discussions and site activity. Discussion on ideas to help spur development will also be discussed. 7 – General Business/Development update Tracker provided in packet with updates. BUDGET/FISCAL IMPACT: Any future BDPI pursuit will require grant match. Ground breaking to occur asap. 01-D Goodin Large scale Industrial user Construction has started! 01-E Knife River Rail Expansion Phase 1 complete. Phase 2 unknown for timing. 01-F Cultural café New commercial cultural café space Looking for space/buildings/land. Meeting had and connections made to property owners. List of potential properties provided to group by staff. 01 - G Wedding/Event venue Wedding/Event Venue amendment in RR areas Council approved amendment to allow. Awaiting C.U.P. submittal 01 – H Low Density Residential Subdivision expansions near Kennedy Some property like that owned by Berscheld Builders just needs to be final platted. Property on Northside of CO RD 121 has significant constraints due to utility needs (i.e. lift station) Staff monitoring potential funding programs from the State to spur growth. If funds are offered city should apply to help spur residential growth in these areas. 01 – I East Park Expansion of Park Funding acquired through DNR grant and LCCMR. Construction timing pushed to 2024 due to timing on LCCMR. 01-J Rivers Bend Townhomes Townhome and Tri-plex development All the units have been constructed. 01 – K Joetown Apts 2 Phase market rate apt complex (just south of 100 units) Construction has begun on Phase 1. 01 – L Northern Natural Gas Gas line reconstruction and expansion Permits submitted and approved. 01 – M Downtown Redevelopment Redevelopment in Downtown Numerous properties along Ash St converted or in process of conversion from Residential to Commercial. Staff helping facilitate. Additional property under PA. Kensington Bank project to be completed soon. 01 – N JR Mobile Redevelopment and demo of Gas Station Building has been demo’d. Discussions with interested purchaser’s 01 – O Boutique hotel Boutique hotel Discussion with multiple developers with local ties. High – medium – low density Purchase of property has been made. No formal applications to plat property have been submitted 01 – X Adam Hansen Woodworks 80,000-90,000 S.F. Manufacturing facility. Existing business expansion looking to consolidate into one lot/building. Lots in Industrial Park sent to owner. Owner had pre-development meeting with staff in May. Follow-up has occurred regarding TIF/Abatement, city fee’s, and approvals needed. 01 – Y Industrial Park expansion Expansion of Industrial Park Expansion will be needed should a large user be interested in locating in St. Joe.
