Pursuant to due call and notice thereof, the City Council/All City Board meeting was conducted on
Monday, April 29, 2024, at 5:30PM in the St. Joseph Government Center.
Present:
Council - Mayor Rick Schultz; Councilmembers Kelly Beniek
Planning Commission — Gina Dullinger, Jon Hazen, Carmie Mick, Mark Thompson, Keith Louwagie
EDA — Dale Wick
CVB — Ray Sjogren
Human Rights Commission — Tamara Hennes-Vix
Staff — City Administrator David Murphy, City Clerk Kayla Klein, Finance Director Lori Bartlett, Community
Development Director Nate Keller, Public Works Director Ryan Wensmann, Police Chief Dwight

State of the City — Mayor Rick Schultz: Schultz presented the State of the City to those present,
highlighting the following:
• Rhonda Juell, Recreation Director, for her efforts in bringing the recreation programming to what
it is today
• Further development of the Northland Business Center (Industrial Park) which now has only a
couple of lots remaining. Future efforts will focus on expanding the industrial park.
• The completion of Joetown Apartments and Rivers Bend Townhomes on the south side of town
Schultz also recognized that the city lost Speedway, Casey's, and Sam's Outdoor & More in 2023.
Overall, Schultz noted that the city is in a good spot. There are a lot of good things happening and good
things will continue to happen. Schultz then opened up the meeting for comments/questions with various
department heads providing overviews of what their departments are currently working on.
