Adjourn STAFF MEMO Prepared by: Lori Bartlett, Finance Director Meeting Date: 10-21-24 ☐Consent Agenda Item ☒Regular Agenda Item Agenda Item # Reviewed by: Item: 2025 Fee Schedule Proposal ACTION REQUESTED Review/Comment on proposed fee schedule changes for 2025 BOARD/COMMISSION/COMMITTEE RECOMMENDATION None PREVIOUS COUNCIL ACTION Council agreed park shelter rentals and multi-purpose room rental fees can be waived for a St. Joseph non-profit organization with proof of current NFP establishment in city limits. REFERENCE AND BACKGROUND The 2025 proposed fee schedule is included in the packet for the Council to review. The fee schedule is split out by department for ease of scanning through the fees. Changes are in red. Waterworth will provide a 10-15 overview of the water and sewer rate analysis at the beginning of the meeting. They will be on Zoom. Below are discussion items for the proposed changes. Administration: ~Assessment Fees – propose increases to keep up with labor rates and certification fees. Central MN cities are charging over $100 certification fees for delinquent accounts. ~Conduit Debt Fee – This doesn’t happen often. Suggested by MnGFOA to cover responsibilities of city to ensure arbitrage liability compliance reporting. Can be costly in the future. ~Labor Rate increase to $68 based on average pay and benefits for 2025. This increases fees in other areas throughout the fee schedule. ~ Electric Franchise Fees- ordinance updated in 2024 for Stearns Electric (agenda item 10/21/2024) Fire: ~Labor Rate proposed to increased based on proposed increase of firefighter drill pay/fire call pay increasing to $20/hour. When adding FICA, $25 is the minimum labor rate charge. ~Pool Fill water fees proposed to increase the same as the bulk water fees under the utility rates. Police: There are no proposed changes for 2025. Costs are recovered with the current fees. Planning-Zoning: ~Final Plat escrow fee – proposed to decrease as history has shown costs are covered with $1,000. ~Site Plan Review escrow – based on recent development projects, inflationary costs are pushing the need to increase the escrow to $3,000 to cover professional service fees to review site plans. Any unused escrow fees are returned to the developer. It is harder to collect charges that exceed the escrow fees. It does happen at times for more complex projects. ~Abatement/TIF Escrow Fees – Based on historical costs, recommend adjusting escrow accounts. 1 Licenses & Permits: ~ Honey Bee Permit –no charge, added the permit to the fee schedule with ordinance adoption. ~ Liquor Fees: Removed deposit and added to fee since investigation is required and cost known. Increased the Special Event Deposit to $1500 as these are getting more difficult to monitor and becoming more frequent in requests. The crowd sizes seem to be growing also. ~Therapeutic Massage – correcting fees for renewals and inspection fees based on cost in JPA agreement with St. Cloud. Rentals: ~Room Rentals – Added Non-Profits at no charge per Council’s direction. ~Pickleball – Add to fee schedule, no charge – similar to other area cities since no monitoring for use. ~Soccer Fields – Recreation Director added per request of public for rental use. ~Adult Softball – There have been groups using fields on weekends and requesting to rent. Fees set to cover costs of dragging fields and striping base lines. More requests with the updates to the fields. ~Schneider Field Fees – Changes to cover costs to maintain fields and look to adding batting cages. Building: There are no proposed changes for 2025. Costs are recovered with the current fees. Utility Rates: ~ Refuse/Recycling – fees proposed to increase with the Republic Services contract (through 2026) ~ Sewer – Staff proposed sewer rates in preparation of our 5-year capital plans. Wastewater conveyance projects are proposed from St. Cloud to upgrade/replace old infrastructure. St. Joseph is also requesting state bond money for the CSAH 2 wastewater main extension to the Gateway development. This is a 50/50 cost share request. The city’s portion was added to the rate analysis for a 2027 project. The debt the city issues will be paid back with likely trunk fees, special assessments and sewer rates. To be conservative in light of current economic times (inflationary pressures and interest rates), sewer rates will need to increase to pay for the debt until connection and trunk fees are received. Development fees such as these are difficult to plan for. Council also established a strategic goal of expanding the industrial park to the north and adding housing development. The project expansions may require a lift station. Project funding was incorporated into the rate analysis. ~ Water – Staff proposes a small increase in water to cover inflationary pressures and to continue to put money aside for a second water tower. The second water tower was designed in 2008 and planned to go to the east of public works shop 2. With the slow down in development, construction has been postponed until usage demand warrants. The earliest construction date was moved to 2029 and is where the rate analysis incorporates the project to occur. Strategic planning for industrial park expansion and housing development was incorporated into the water rate analysis. In addition, the cellular meter conversion is planned over a multi-year period. The last year of the conversion is scheduled for 2027. Roughly 500 accounts are converted each year until completed. ~ Stormwater and Street Light Utility rates are proposed to stay the same. The analysis of these rates do not incorporate the 2019 annexed properties being added as a revenue source. Both funds have a sufficient reserve to postpone increases in 2025 and buy down the reserves. Utility Fees: ~ Bulk Water/Sewage Dumping -increases due to water/sewer usage rate increases proposed. ~Interim Meter Reading – increase to proposed labor rate fee. ~WAC/SAC fees – increase SAC for CSAH2 sewer main project, decrease WAC with water plant 2 debt completing in 2025. Overall decreasing $500 to help spur development and stay competitive for projects compared to neighboring cities. ~Stormwater Development Fee – propose reducing the commercial/industrial fee to be competitive with neighboring cities for proposed developments. Often times commercial/industrial developments offset the stormwater fees with mitigation onsite that they receive credit for against their fees. ~Water Supply Costs – Inflationary increases Compensation: ~Election Judges – Clerk recommends increases to keep good judges and pay similar to area cities. ~Fire Department-Salary increases proposed for Chief, Assistant Chief and fire call/drill pay increases for firefighters to be competitive with area departments. The pension rate of $3,600 was approved by Council with the approved to move pension funds to the State’s PERA SVF plan. ~ Public Works and Recreation seasonal and temporary staff are budgeted to increase 3% based on the wage scales. BUDGET IMPACT Proposed fees were incorporated into the 2025 draft budget revenue numbers. STAFF RECOMMENDED ACTION Consider the fee changes and provide direction for the Dec. 2nd fee schedule public hearing. BOARD/COMMISSION/COMMITTEE RECOMMENDATION N/A. PREVIOUS COUNCIL ACTION This Contract was previously extended once. REFERENCE AND BACKGROUND The fundraising project has been ongoing and is not at the required amount at this time. The contract extension has essentially the same terms as the current contract. One difference is the amount paid to Kinetic is reduced by $600 per month, changing from $17,500 to $16,900 per month. The $600 would cover the costs of the City hiring an intern to provide administrative support to the campaign committee. BUDGET IMPACT The original contract proposal indicated the cost of the fundraising consultant would be covered (reimbursed) by the fundraising proceeds. We are currently utilizing the Debt Service Relief fund to pay the monthly bill. STAFF RECOMMENDED ACTION If the Council wishes to not renew the contract, staff would need to be directed to solicit proposals from other fundraising consultants asap to bring back for action.
