Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session
on Monday, November 18th, 2024, at 6:OOPM in the St. Joseph Government Center,
Members Present: Mayor Rick Schultz, Councilmembers Adam Scepaniak, Kelly Beniek, Kevin Kluesner,
Bob Loso
City Representatives Present: City Administrator David Murphy, Public Works Director Ryan Wensmann,
Police Chief Dwight Pfannenstein, Finance Director Lori Bartlett, Community Development Director Nate
Keller, City Clerk Kayla Klein, City Engineer Randy Sabart
Public Comments: John Kalla,817Able St E, addressed the Council on the issue of leaves not being
cleaned up. Kalla noted that he has some neighbors that do not pick up their leaves and believes there
should be an ordinance requiring them to.
Approve Agenda: Kluesner motioned to approve the agenda; seconded by Beniek and passed
unanimously.
Consent Aqenda: Kluesner motioned to approve the consent agenda; seconded by Scepaniak and
passed unanimously.
a. Minutes — Requested Action: Approve the minutes of November 4, 2024.
b. Donations — Requested Action: Approve resolution 2024-070 approving donations.
c. Financial Report - Requested Action: Accept the October 2024 financial reports as presented.
d. Fire Department 2025-2026 Officers — Requested Action: Accept the recommendation of the Fire
Department's Investigating Committee: Jeff Taufen as Fire Chief for a two-year term; Keith
Louwagie and Mike Folkerts for the Captain positions, each for a two-year term.
e. Millstream Villages PUD Amendment — Requested Action: Approve Resolution 2024-069
Amendment to Development Agreement for Millstream Villages.
f. Bills Payable — Requested Action: Approve Check Numbers 62552-62588, ACH Account
Payable #2400004-2400021; Regular Pay Period 23.
Mayor and Council Reports/Updates: Schultz shared that he would be in Alexandria for the CGMC fall
conference.
Adfourn: Kluesner made a motion to adjourn at 6:02PM; seconded by Scepaniak and passed
unanimously.
