Residents of St. Joseph…
It was delightful to see Joetown Rocks and the annual
4th of July parade back again. I want to thank all the vol-
unteers, the Church of St. Joseph, the St. Joseph Lions,
and St. Joseph’s Public Works and Police Departments
for organizing, aiding, hosting and ensuring this annual
event was held smoothly and successfully.
It was wonderful to see so many friends, family and
neighbors enjoying this recent holiday. While social me-
dia makes it easier to connect with someone, doing so in
real life is a different thing. You may have grown accus-
tomed to socializing with likes, shares, and private mes-
sages online. However, having an actual connection with
family and friends in your own neighborhood is often
more beneficial and fulfilling.
As we look throughout our community at both public
and private projects, the commitment is evident. We have
been fortunate to have private individuals, businesses,
and corporations invest their dollars into our community.
Whether it is in the planning and discussion phase or fi-
nal stages of development, these are exciting times in St.
Joseph. If you’ve been through downtown, you are wit-
nessing firsthand the transformation of this area. It will
be interesting to see what will happen as lending interest
rates rise again coupled with the overall pressure of the
economy.

BE A GOOD NEIGHBOR!
Property Maintenance: City Ordinance prohibits storage
of rubbish items outside including trash, furniture, appli-
ances, old machinery, motor vehicle parts and tires, un-
used building materials, yard waste, and other unsightly
items. The storage of any abandoned or junk motor vehi-
cle on private property is also prohibited. Help us keep St.
Joseph looking great this summer!
Noise: As you are out and about this summer, please keep
in mind the following noise regulations:
• Outdoor Power or Lawn Equipment: The operation of
outdoor power or lawn equipment such as lawnmow-
ers, power hedge clippers, power saw, leaf blower, or
trimmer is prohibited between 9PM—7AM.
• Construction: Construction noise is prohibited be-
tween 9PM—7AM
• Recreational Vehicles: The operation of recreational
vehicles on public streets is prohibited between the
hours of 9PM—6AM.
• Use of Legal Fireworks: Legal fireworks which cause
noise are prohibited between the hours of 10PM—
8AM.
Weed & Brush Control: Weeds and grasses are required
to be kept under 10 inches in height.
Campfires: Campfires are required to be limited in size to
not more than 3 feet in diameter by 3 feet in height. The
fire is to be contained in a metal ring, rock, concrete, or
other similar noncombustible material.
Odd/Even Sprinkling Regulation: From May through
September, the odd/even watering regulations are in ef-
fect. Properties having an
address ending with an
even number may sprinkle
on even numbered days on-
ly. Properties having an
address ending with an odd
number may sprinkle on
odd numbered days only.
National Night Out is an annual
community-building campaign that
promotes police-community partner-
ships and neighborhood camaraderie.

Construction/Building Permits Required
Building permits are not only required for new con-
struction, but also for roofing, windows, decks, fences,
accessory structures, and siding. Permit applications
and additional information can be found at

What Can You Do?
Tip#1: The best practice to cleaning
your driveway is by using a broom and dust pan. Hosing
your driveway with water can cause dirt, grass clippings,
oil, fertilizers and other pollutants to collect in the street
and may harm our local lakes and rivers. Any debris that
is collected should be disposed of appropriately and not
swept into the street or gutter.
Tip#2: Water usage increases greatly during the summer
months as people begin to care for a lawn or garden.
• Check your sprinklers and make sure they are spray-
ing at your lawn or garden, not on a sidewalk or
driveway
• Water early in the morning before it gets too warm.
Cooler weather will ensure that the water does not
evaporate as quickly
• If your sprinkler system is automatic, make sure to
adjust the watering schedule based on weather
• Water your lawn about 1 inch per week
Tip #3: Pick up after your pets. Pet waste is not fertilizer,
it can be acidic and harmful to our lakes and rivers.
Water Meter Replacement Program—Coming Soon!
This August, the City will be implementing a mandatory
water meter replacement program. This program will be
conducted in phases over the next several years. The re-
placement takes approximately 25 to 45 minutes and
there is no cost to the homeowner. Most water meters
were installed in 2008, and are nearing the end of their
lifespan. The new water meter system includes additional
functionality allowing residents to monitor their use via a
smart phone app or computer, helping residents to con-
serve water and save on their water bills. This functional-
ity will also add in new efficiencies for the City. The
City’s contractor, Midwest Testing, will be installing the
meters. Notifications will be mailed and will include fur-
ther details and instructions for scheduling appointments.

Retired and Senior Volunteer
Program (RSVP)
The mission of RSVP is to engage
adults age 55 or better in meaningful
volunteer service that strengthens the well-being of both
self and community. RSVP bridges the gaps between
those who need and those who give. The Greater St.
Cloud Area RSVP serves Stearns, Benton, and Sherburne
counties and there are many active RSVP volunteers resid-
ing in St. Joseph. If you or someone you know would like
to explore a volunteer position, contact RSVP at

Park & Recreation Events
Fun Days in the Park: Come and enjoy some summer fun
with face painting, water balloons, Reader’s Theater
Presentation at 1PM, bubbles, bocce ball, and other kid’s
games! Saturday, July 23rd 1-3PM, Northland Park AND
Saturday, August 20 1-3PM, Centennial Park
Movie in the Park: August 27th, 8:30PM, Millstream Park.
Bring your blankets and chairs and watch Encanto!
3 on 3 Basketball: Wednesdays throughout the summer at
Centennial Park from 7-8:30PM, ages 14+, prizes for win-
ners!
Community Ed at Kennedy Community School
Community Ed offers many programs and activities that
take place at Kennedy Community School. Activities for

Community Events
St. Joseph Farmers’ Market: Fridays from 3-6PM at Resur-
rection Lutheran Church. Local farmers and crafters offer a
variety of locally-grown food as well as may other prod-
ucts to purchase.
Wood Fired Wednesdays: Join the fun at Rolling Ridge
Wedding & Event Center every Wednesday from 4PM-
9PM. Check out the menu and music lineup at https://

Millstream Arts Festival: Millstream Arts Festival will
return on Sunday, August 28th from 11AM—5PM in
downtown St. Joseph.
Rock for Alzheimer’s: Sunday, September 11th at Bad Hab-
it Brewing Co.
The City of St. Joseph is accepting applications for the St.
Joseph Volunteer Fire Department. Members are paid per
response and training will be provided. Positions are open
until filled. Apply online at www.cityofstjoseph.com.
2022 Primary Election
The Primary Election is Tuesday, August 9, 2022. All polling places will be open from 7AM—8PM.
Voter Registration: The last day to pre-register for the August Primary is July 19th. You can register to vote
online at https://mnvotes.sos.state.mn.us/VoterRegistration/VoterRegistrationMain.aspx
Absentee Voting: Absentee balloting began June 24th for the August 9th Primary. St. Joseph residents can
vote by absentee in person during this time or by mail.
In person at:
• St. Cloud City Hall, 1201 7th St S. Hours are 8AM-4:30PM., Monday through Friday and Saturday, August
6th from 10AM-3PM
• Stearns County Service Center, 3301 County Road 138. Hours are 8AM-4:30PM., Monday through Friday
and Saturday, August 6th from 10AM-3PM
By Mail: Apply for an absentee ballot online at mnvotes.org or contact the Stearns County Auditor-Treasurer’s
office and an application will be mailed to you. The ballot will be mailed with instruction on how to complete the
process and return it to the Stearns County Election Office. Voters can then track their ballots online at
mnvotes.org.
Early Voting at City Hall: St. Joseph Residents also have the opportunity to vote at the St. Joseph Govern-
ment Center 1 week prior to Election Day. For the August Primary, the available dates/times are as follows:
• August 2nd-5th 8:00AM-4:30PM
• August 6th 10:00AM-3:00PM
• August 8th 8:00AM-5:00PM
Where Should You Vote? The 2020 Census resulted in the city having to add a 3rd precinct and subsequent-
ly a 3rd polling place. See back for new precinct map.
Precinct 1 polling place—Heritage Hall, 12 MN St W. All residents residing WEST of College Avenue/CR2 will
vote here.
Precinct 2 polling place—St. Joseph Government Center, 75 Callaway St E. All residents residing SOUTH of
CR75 and EAST of College Ave/CR2 will vote here.
Precinct 3 polling place—Resurrection Lutheran Church, 610 CR2. All residents residing NORTH of CR75 and
EAST of College Ave/CR2 will vote here.
Filing for Office: There will be 3 local seats up for election in 2022; the Mayoral Seat and 2 City Council
Seats. These seats will be voted on at the General Election on November 8, 2022. If you are interested in running
for office for the City of St. Joseph, more information can be found at www.cityofstjoseph.com. Please note that
the filing period is August 2, 2022 to 5:00PM on August 16, 2022.
