Executive Summary
Storm Water Management Plan
St. Joseph, Minnesota
Rapid growth in St. Joseph and the surrounding area have resulted in the
need for an increased level of planning by the City for future needs. Planning
for storm water routing, treatment, and storage is high on the list of
infrastructure needs that the City is facing. This Storm Water Management
Plan is completed to assist the City with this planning.
Minnesota Statutes, Sections 103B.301 - 103B.355 and Minnesota Rule,
Chapter 8410, comprise the Comprehensive Surface Water Management
Program. The Statutes and Rule require the preparation of watershed plans
by metropolitan area cities and by local watershed management organizations
such as Sauk River Watershed District. St. Joseph is not required by these
statutes to complete a Storm Water Management Plan; however, the need for
water resources planning in the city has arisen from the pace of development
and existing near capacity flows observed in the drainage system.
The Storm Water Management Plan is subdivided into five sections:
1. Int¡;oduction
2. Physical Environment
3. Hydrologic Analyses
4. Goals and Policies
5. Implementation.
Section 1 discusses the background and need for a Storm Water Management
Plan in St. Joseph. Authority and regulations from other local governments is
also presented,
Characteristics of the physical environment that impact storm water
management and routing in the Study Area is presented in Section 2.
A hydrologic model of the Study Area was completed to estimate the storm
water ponding and routing needs for individual watershed areas as they
develop. The hydrologic model and its results are presented in Section 3.
The City has adopted policies and goals related to storm water management
within their ordinances. Other policies and goals are still under consideration.
These storm water related policies goals are discussed in Section 4.
Section 5 includes a summary of implementation strategies, priorities and an
estimated capital improvement plan to address existing and future storm
water management issues in the City of St. Joseph.
The St. Joseph Storm Water Management Plan is intended to give overall
planning guidance to city officials, staff, citizens and developers. The
information presented is an estimate of the developed conditions of the City,
however, the results will be applicable to any final development condition
because they create an initial proposal to be used as a base for more detailed

planning and design. As more information becomes available, the Plan
should be regularly updated. In this way, St. Joseph storm water management
efforts will remain dynamic and flexible.
