Since handicap accessibility to the building would be provided from the � public parking lot to the west, discussed potential, if necessary for budget � purposes, of omitting the indicated accessible ramp on the east side. , . Steps would be provided to account for grade change on any north exits a °� (from lobby or community room)or east exits. � a�. 3. Building discussion: a. Community room orientation, for subdividing, is preferred as indicated in s Option 3(with side entrance off the secondary lobbies). ° � b. Council chambers orientation is preferred as indicated in option 1, with council dais located on east wall, opposite the main lobby, for overflow seating viewing of the dais, and to provide separation to the audience and side exit capability for the council thru the lobby meeting room. Staff can exit the side thru the CAN room. t c. Public toilets can be located near the main lobby as indicated in Option 3. d. Access to the lobby meeting room can be provided off the secondary lobby, and from the council chambers. �j�,������ ` e. City hall office and work area arrangement is acceptable. With the city ���� going paperless, the file storage room could become a future office. �,���'����1_� f. A mechanical shaft is likely needed extending from the basement to the ° roof. �.���.�g��,15� g. With extended discussion about the secure corridor, it was ultimately � agreed the layout should allow for access to the sallyport, to the PD � corridor, and to the exterior. � j. The PD garage could be reduced to accommodate two squad cars. It was � requested each stall be 14 feet wide x 24 feet deep to allow adequate �� s,, space around squads with doors open. Access could be off the south � ' alley,with a common drive accessing the PD garage(door facing the alley) � and the sallyport. If additional indoor storage is needed, the existing � , ��>� garage that PD currently uses would still be available. � � k. Two stalls in the sallyport are acceptable, assuming one could be evidence � � storage, and the other stall used for access to the secure corridor. i � � �� 4. Building exterior discussion: �� ' ` a. Reviewed two potential options for building exterior. The first option �r�� �; provided for sloped roofs over the PD garage and council chambers and �r r. , '�' communiry room, which also contributed to clerestory windows for the � secondary lobbies and the PD garage. This option included a variety of � exterior materials (brick, metal siding, and metal panels) with a sloped �. . metal roof. The second option included all flat roofs and provided for �� : ` massing and elements that echoed the downtown/storefront feel. This �': w option provided for a variety of exterior materials, similar to the first option ,, . but with possibility of using EIFS on select portions as a cost control measure. � b. The preference of the committee is the second option. �. i, 5. For discussion purposes only (and not intended to reflect true costs), HMA had s- developed a spreadsheet that included costs per square foot of various portions of the building the same as provided by RAM in their concept estimate of the last �'` meeting. Costs ranged from $4.9M (for option 1) to $4.49M (for option 3). The � �` committee had suggested a range of $4.5M to $4.7M at the last meeting so it appears option 3 will be within the cost range. RAM can work to refine the costs as the site/floor plan and the building exterior are developed as a result of this meeting. ;' 6. It is likely the council chambers will have significant technology and FFE ! improvements. The city will start reviewing FFE and technology with various consultants. 7. HMA will further develop the site and floor plans, and exterior elevations. To allow RAM adequate time to provide a detailed cost estimate, will need a couple of weeks. 8. The next meeting is scheduled for Wednesday, October 23,2013 at 3PM. END OF MEETING NOTES The above information and discussions constitutes the understanding by the Architect of these meetings. Any additions or corrections should be brought to the attention of the Architect within 3 days of receipt.
