Steve and Preston reviewed the cost estimate recap, dated October 31, 2013, for the project. The first detailed costs establish a baseline for project costs, and will continue to evolve as the design, bidding, and construction occur. It is not uncommon for this initial estimate to be more than the budget. The construction � cost is estimated at $4,512,115 and total project cost is estimated at $5,482,963. r The project budget, established by the City Council at their June 17, 2013 meeting, �� is a maximum of$4.6M. �. 2. Discussed "targeY'for the base design to be approximately 5 percent less than the budget(approximately$200K to$300K)lower than the budget,with a series of add � alternates that exceed the budget. This "straddling" of the budget allows for adjustments in the project to maximize the project in response to the bidding climate. 3. Comments relative to the cost estimate: a. Sitework includes$35K for an installed emergency generator. � - ' � � b. Costs allow for "improved" interior finishes in the lobby and council chambers. Finishes in the remainder of the building are, essentially,: i. Floors: carpet,VCT, porcelain tile, and epoxy coatings. ` ` ii. Walls: painted CMU or painted gypsum board. iii. Ceilings: acoustical ceiling tile, with gypsum board soffits in select areas. iv. Exteriors: as indicated on exterior elevations. c. An elevated council dais will likely be necessary, but is not included in the costs. d. M/E system costs were developed by using the Sauk Rapids final subcontractor costs plus a 12 percent inflation factor. e. Window treatments in council chambers and community room are manually operated, not motorized or connected to a lighting control system. f. Relocation of the power lines along the College Avenue frontage is not included. 4. Compared several factors of the recently completed Sauk Rapids Government Center to this project: Sauk Rapids St. Joe Size 27,000 sf 18,000 sf Construction costs $141/sf $196/sf 501'W.St Germain Stre� ` Project costs $195/sf $239/sf ���� Noted final bid costs for Sauk Rapids were less than the cost estimate by less than St.Cbud�N�630'�-38t�i 10 percent. Noted several probable factors that affect the project cost, including 1) building exterior wall offsets, 2) the quantity of exterior material transitions, 3) extent of exterior window mullions, 4) rooftop unit screening materials, 5) demolition of � + w . HMA/RAM will develop design and construction strategies for adjusting the project � ��'x°��� scope to meet the budget. A final list of these strategies, with related costs, can be � prioritized by the committee and used for developing project bid alternates. �° r-.; k 8. Judy has been working with vendors on developing FFE and IT budgets. These ' � budgets will likely be lower than those identified in the cost estimate. E � 9. Omitting all election storage from City Hall would free up that �: � space for other uses. 10. Discussed several site plan issues, including: � " a. Parking: Options were presented for 35, 24, or 15 parking stalls on the � west side of the site. Agreed to allow for a landscape island to separate � parking from the alley with a landscape island, include 90 and parallel parking stalls, allow for green space befinreen parking and the building, and � shift the building tight to the front yard setback. ` - b. Reviewed issues with grade differential across the site, with the NE comer � . �=� _>>$' of the site approximately 3 ft lower than finished floor, and implications for ��. � grading and building exteriors. � c. The accessible ramp on the east side of the site can be eliminated. ` ` ' d. Discussed options for eliminating any exiting out the north side of the ` Community Room and lobby. �' , e. Agreed to pursue a variance for a 5 ft setback along Ash in lieu of reducing the building size by 5 ft(which would reduce the capaciry of the community room and council chambers). � 11. Discussed several building plan issues, including: ,�;: . � , , , ; a. The break room can be located befinreen PD and City Hall as shown on SD2.1. Card access will be required for access into PD. No card access is needed for access to City Hall. b. A single occupant toilet room should be provided in City Hall. It could be accessed off the break room or from City Hall. ` a The PD janitor closet can be relocated from between the interview rooms. d. The PD gear cubbies are preferred to be located near the PD garage door. e. Discussed options for exiting in the communiry room, whether as one large space, or finro smaller rooms. Potentially, the operable partition could have multiple doors for exiting to the opposite room. f. Discussed potential of omitting the north exit from the lobby, and adjusting the kitchen and community room spaces. g. For a relatively low cost, the PD garage could expand into the SW corner of the building for four total interior stalls. h. With expansion of the garage, the sallyport could be reduced to one stall, with the second stall an alternate. 12.
