Murray and TP reviewed adjustments to the site plan, floor plan, and building exteriors. a. Relocation of transformer and e-generator connection. (Judy still to confirm potential of sharing refuse container location with adjacent businesses and eliminating the refuse enclosure). b. Elimination of the south sallyport. A surface parking stall will be provided. c. Widening of the sidewalk/steps on the east building entrance. Discussed options of constructing the walk/steps of concrete or, potentially, granite. d. Noted the site drops in elevation approximately 3 feet, from SW to NE. With the finished floor of the building set at approximately the same elevation as the existing building, the public sidewalk will be 2 to 3 feet lower than finished floor. To provide reasonable slopes of the lawn area for maintenance, noted that finished grade will likely be 2 to 3 feet lower than building finished floor - and exterior wall finishes likely extend to grade. e. The PD garage and support spaces and M/E room have been re-arranged to provide separation of evidence and gear from the interview rooms and secure corridor. Also, should the remaining sallyport stall not be constructed, the western garage stall can become the secured property stall, and access to the secure corridor be provided directly from the garage, separate from access to the PD. f. The PD garage doors can include vision lights in the upper door panel to allow natural light into the garage but prevent view from the outside into the garage. g. The building window design includes a module repeated around the building exterior, as well as the building interior. Noted inclusion of a ' window in the lobby meeting room, and need to provide an obscure glass panel behind the counter. h. While the clerestory/3 skylight options were eliminated at the last meeting, it is felt a skylight needed in the lobby to provide natural light. This can be evaluated for cost, and included as an alternate if needed. i. Discussed potential for the north wall of the lobby (befinreen council and community room) to include a feature wall. This will need to be coordinated with access to the kitchen and CAN rooms. j. While it was agreed at the last meeting that all interior windows off the lobby would be changed from aluminum to painted metal, discussed that preference for these to remain as aluminum for durabiliry and aesthetics. These could be changes by alternate, if needed. 501 W.St.Germain Street k. The council dais should include seating for 7, and should be semi-circle or segment design to encourage communication between members. The St.Cbud,MN 56301-36D5 public podium should be portable, arranged for presentation to the council as well as staff. A table should be provided for staff presentation. T320251.9155 • The wall between PD and City hall waiting rooms will be extended into the F320,251.4919 lobby, and the glass into the PD waiting could/should be obscure. , II I hRei'tr ttti itr!r'5'tituCe cE Acli[FUs(;14}JhJ1N,lA) ( LIS tar-et E5 tild.nCctni:il(USGBC} - "` Government Center Camous.St.Josenh i Design Meeting November 26,2013 Page 2 k ' m. Building exterior signage will likely not include a free-standing sign (due to .' , , limited lawn space around the building). Signage should include "St. ., . ' ; Joseph Government Center"and"Police DepartmenY'. t -; = n. Reviewed building exteriors, including EIFS and precast concrete base ' (with horizontal reveals) on most of the building, brick accents at the . "storefronY' elements, and stone veneer on the entry elements. The entrance canopies will be painted aluminum panels. o. Reviewed the potential of including a mural or carved element on the north -: side of the building p. Noted that roof top units will need to be located on the roof near the areas c,.. ` = they serve within the building, but their locations will need to be N '< coordinated to avoid viewing the units from the ground. t , 2. Lobby finishes will include porcelain tile flooring and stone wainscot. Ceilings in p the lobby, community room, and council chambers will include a variety of € suspended ceilings and gypsum board soffits. Wall finishes in the chambers will be ` upgraded wood panels. Wall finishes in the community room to be painted gypsum x board. Police and city hall office finishes will include carpet, painted gypsum board ' ` " walls, and suspended ceilings. Finishes in the police support spaces will be " seamless or sealsed concrete flooring, painted concrete block walls, and :r ° , suspended ceilings. Discussed potential of the CMU wall on the south side of the office spaces being exposed and decorative concrete block. . 6." k 3. With two sallyport stalls, the south side of the building is aligned with the 5ft side yard setback. This causes the north side of the building to encroach into the north : setback by 3 or 4 feet. With elimination of the south sallyport stall, agreed to shift the entire building south as needed so the north setback is met. . 4. The current costs will allow for the entire building to be powered by the roll-up , generator. Preliminary sizing of the generator results in 500kW unit. 5. An update on the project should be presented to the Council at the December 5 # `: : meeting. Council action should confirm the project budget and authorize proceeding with completing construction documents and bidding. Once bids are ," received and construction contracts drafted, the Council will need to authorize ; acceptance of bids and proceeding with construction. i 6. Additional meetings will be scheduled to review M/E systems, doors and hardware, = cabinetry design, etc. END OF MEETING NOTES The above information and discussions constitutes the understanding by the Architect of these meetings. Any additions or corrections should be brought to the attention of the Architect within 3 days of receipt.
